Mussels Roasted in Banana Leaf with Saffron-Garlic Butter

1 t saffron threads
1 C chardonnay
3 shallots, minced
3 garlic cloves, minced
2 bay leaves
1/4 t cracked black pepper
zest of 3 lemons
1/2 lb butter, unsalted preferred
1 lemon, freshly squeezed
2-3 lbs mussels, PEI or green lip, washed
4 sprigs fresh dill
1/2 t dry thyme
